Dr. Bill Morgan earned his Elementary Teaching (B.S. 1986) degree from the University of Utah. He taught multiple subjects to sixth graders in his home town of Barstow, San Bernardino County, California, and then, sixth graders again, in Layton, Davis County, Utah.

He earned an M.Ed. in Educational Administration (M.Ed. 1991) from Brigham Young University in Provo, Utah.

His Ed.S. in Instructional Technology came in 1997 and his Ph.D. in 2002, both from Utah State University in Logan, Utah.

Doing business as Morgan Educational Evaluation and Training, Dr. Morgan consulted with teachers in the schools in and around Chicago, from 2000-2009.

Returning to Utah, "Dr. Bill" was a School Technology Specialist for Canyons School District in 2009-2010. The following year he represented the School Improvement Network in schools and districts from the East Coast to the West Coast and from Northern to Southern states, making professional development presentations to teachers.

His next challenge is founding and funding the Institute for the Keyboarding Arts, NFP.
